Land Acquisition, Forestry, and Permitting Officer

POSITION SUMMARY
This position is responsible for:
- obtaining the required, relevant, and associated permits to legally acquire the land needed for the Company’s projects,
- the timely acquisition, renewal, and compliance of all required permits, licenses, and regulatory approvals necessary for the company’s operations in accordance with Indonesian laws and local regulations.
- execute other tasks that may or implied related to the position per the instruction of his/her Manager/Supervisor.
ESSENTIAL FUNCTIONS
- Land Acquisition and Forest Permitting:
- Create a comprehensive LA Manual,
- Study the required land acquisition tasks of each project and put together:
- Strategies taking into full consideration the sensitivity of relationships with landowners, including forming a community social responsibility program(s) that are needed to facilitate the efficient manner of LA and Forest permitting. Adhere to company's GAN.
- Schedule complimenting the project needs
- Budget:
- Determination of most applicable rates for land and other improvement with the LA area
- Negotiate with landowners.
- Coordinate, communicate, submit, follow-up, comply with entities and government agencies relevant to land acquisitions matters such as BPN, Sekda, Sekdes, Camat, obtain Location Permits, conduct land identification, surveys, mappings. Socialization, negotiation, payment and certification for SIL and NIL.
- Coordinate with entities that Ormat is engaging with of which LA is related, influenced, cooperatively part of their responsibilities and to name some, PLN for GEECA, GREM applications, PGE, Geodipa, and other private entities.
- Keep, maintain, organize, all documentations related to LA matters and company assets
- Support the land stacking and surveying of required land and targeted land to be acquired.
- Filing all maps and drawings of required land and targeted land, according to the agreed filing system.
- Compile, maintain and update applicable National and Local Laws and Regulations related and relevant to LA and Forestry matters and associated permits.
- Build and maintain good communication & relationship with Local stakeholders, such as local authorities, local People, Local NGO's
- Closely coordinate with Project Manager, KTPB, HSE Manager, Contract Manager, and the Company's external relation and/or security section.
- Screen candidates for any additional personnel that may be hired by the Company for purpose of LA, Forestry and Permitting and directly supervise their work.
- Assist the Company in the customs clearance activities
- Permitting:

- Prepare regular reports to his/her supervisors and to other relevant users of such permits in the Company.
- Coordinate and manage the process of obtaining necessary permits and licenses (e.g., AMDAL, IMB, Izin Lokasi, Izin Lingkungan, IUP, etc.) from relevant local and national government bodies.
- Liaise with various government institutions (e.g., BKPM, Ministry of Environment and Forestry, Ministry of Energy and Mineral Resources, local authorities).
- Monitor the validity of all permits and ensure timely renewals to prevent operational disruptions.
- Maintain accurate and updated records of all permitting documentation.
- Track changes in regulations and provide updates to management regarding potential impacts on ongoing or upcoming projects.
- Assist in ensuring that the company is in compliance with all permit-related conditions and regulations.
- Build and maintain strong relationships with government officials and other stakeholders.
- Support internal teams (legal, engineering, project, etc.) in ensuring permit requirements are integrated into project plans.
OTHER RESPONSIBILITIES
- Other duties and projects as assigned by management.
EDUCATION, EXPERIENCE, AND SKILLS REQUIRED
- University Degree, preferably major in Law (Agrarian Law is the most preferable)
- At least Five (5) years’ experience in land acquisition or legal department is preferable
- Strong analytical skill, details (procedure oriented) and independent
- Has network to access Laws and Regulation sources from various Government institutions
- Familiar with surveys, mapping system and GPS equipment
- Has commitment to promote Company Values and Ethics
- Comprehend in Microsoft Office (Word, Excel and Power Point)
- Fluent in English, both written and verbal; ability to speak local dialects where projects are located is an advantage)
- Possess the ability to communicate clearly and concisely and to work without supervision
- Good communication, negotiation, and management skills
- Understanding all aspects regarding the land site acquisition especially in commercial aspect
- Able to do business travels
PHYSICAL REQUIREMENTS
- The ability to work at a computer, and computer monitor, and use repetitive motion for long periods of time.
- This position requires sitting 60% of the time and standing and walking 40% of the time.
